Cagayan de Oro City to forge pact with TIEZA for development of spring resort project
SUPPORTING ways to boost the tourism industry
in Cagayan de Oro, the 18th City Council headed by Vice Mayor Raineir
Joaquin V. Uy during its regular session on Monday is slated to act on the
proposed ordinance authorizing Mayor Oscar Moreno to sign a Memorandum of
Agreement (MOA) with the Tourism Infrastructure and Enterprise Zone Authority
(TIEZA) for the development of the F.S. Catanico Spring Resort Project located
in Barangay F.S. Catanico.
TIEZA is an agency attached to the
Department of Tourism (DOT), which is
tasked to designate, regulate and supervise the Tourism Enterprise Zone
(TEZ) as provided for by Republic Act 9593 or the Tourism Act of 2009.
Under the proposed MOA, TIEZA shall
conduct a public bidding for the implementation of the project and supervise
its development.
TIEZA shall fund the amount needed to fully complete the project in accordance with the plans and specifications and upon completion turn over the project to the city, with all the improvements.
Pursuant to the MOA, the city shall operate, manage, administer and maintain the project.
It provides that the city shall be the primary party responsible to facilitate the issuance of appropriate permits, licenses and environmental clearances, including the payment of corresponding fees from all national government agencies and local government units, among others.
The proposed ordinance was reviewed and favorably endorsed by the committees on tourism and on laws and rules chaired by Councilors Jay R. Pascual and Ian Mark Q. Nacaya, respectively.
