Cagayan de Oro City lawmakers start work on city's 25-year development plan


INSTEAD of coming up with only a short term plan, the  City Council committee on planning and development chaired by Councilor Ian Mark Nacaya is set to work on the 25-year plan of Cagayan de Oro City.


During its recent meeting, the committee agreed to go beyond the standard and make long term plans  so that the city will have a direction to follow in the next years.
Councilor Nacaya said  the plan should be the basis for the city’s budget for different sectors.
For example, he said, if the city  decides that by 2020, the JR Borja General Hospital will already be a tertiary hospital, there should be corresponding budget leading to that goal  in the next years until it is finally realized.
“We must give budget for it,” he stressed.
He added that plans will include the  integrated drainage of the city and other sectoral concerns.
Councilor Romeo V. Calizo supported this, saying the implementation of the plan will be on a yearly basis.
“Until we reach the picture we want for Cagayan de Oro,” he added.
2040 horizon
According to a representative of the CPDO, under the administration of President Duterte, local and national government agencies are enjoined to synchronize  plans in line with the vision 2040 horizon.
Executive Order No. 5 of the president approves and adopts the 25-year long term vision entitled Ambisyon Natin 2040 as guide for development planning, The Power learned.
Section 4 provides that all plans of government departments, offices and instrumentalities, including government owned and controlled corporations (GOCC) and local government units shall be consistent with Ambisyon Natin 2040 as guide for development planning.
EXPERTS
The committee requested the CPDO to identify every sector and the personalities to be recruited per sector to help the city in coming up with the long term plan.
He said the Annual Investment Plan, Comprehensive Development Plan and others should be  reflective of the 25-year old plan.
Councilor Nacaya said the list of personalities to be recruited by the city will be discussed two weeks from now.
